A historic look back to the beginnings of social insurance legislation and the reasons that led to it. In the 19th Century, the rapid development of industrialization in Europe created completely new working conditions, but also led to extreme social and political tensions. The first step towards social coverage was made in Austria in 1887 with the law concerning the “Accident Insurance of Workers”.
